ATLANTA—At the request of the Federal Energy Regulatory Commission (FERC), Atlanta-based RETX assembled a group of electric industry companies to collaborate on developing recommendations for implementing Demand Response Resource (DRR) business rules in the market designs of Independent System Operators (ISOs) and Regional Transmission Organizations (RTOs). The final document was delivered at the February 14, Washington D.C. FERC-DOE Conference on Demand Response. Eight companies from around the United States participated with RETX in the drafting and review of the document. At the same time as this project was written, the Peak Load Management Association (PLMA) developed an overall statement on the need to implement demand response programs as policy to improve electric system reliability, alleviate transmission congestion, and positively affect environmental benefits. “This is it! A blue print for energy success,” said Ross Malme, RETX CEO and President. “For the last several years our industry has moved from the old monopolistic models towards the new marketplace that empowers end-users with choices and rewards for good energy management. Now we are about to take the next big step, the formation of super-regional power managers such as ISOs and RTOs. And it’s there, we argue, that the very heart and soul of demand response must be integrated to best ensure competition and the long-term success of our nation’s most critical resource.” Adds Malme, “A cornerstone of our recommendations is the fact that a simple five percent reduction in peak demand can reduce electric prices by over fifty percent. We now live in a world with the technology and communications to achieve that, and implementing Demand Response Resources as an integral policy of super-regional power management units can help ensure and encourage such savings and benefits.” Participating in the group were (listed alphabetically): Apogee Interactive, Customized Energy Solutions, The E-Cubed Company, EPRI, GoodCents Solutions, LLC, PJM, RETX, and Summit Blue Consulting. RETX was founded in 1998. It works throughout North America with electric distribution utilities, load serving entities, ISOs, and retail energy service providers to provide fully integrated, customized and secure Web-based load management services, and more. ...
