| Allegheny Power Contracts With RETX For Internet Notification Program | |

ATLANTA—RETX, a pioneer in developing and implementing Web-based solutions for the electric industry, has been awarded a contract by Allegheny Power to provide a notification management program to facilitate its tariff interruptible rate schedules and certain of its peak load reduction programs, such as the Generation Buy-Back Program. The Generation Buy-Back Program is a voluntary peak load reduction plan that offers financial opportunities to customers who can reduce their power consumption during periods of high demand or prices by utilizing on-site generation or reducing load. In return for reducing energy consumption, participating customers are bid a price for the curtailment period based on the wholesale cost of power, which, if accepted, results in a credit on their next bill, lowering overall energy costs. Plans are to have the notification system operational for the critical 2002 summer season. Allegheny Power will provide the RETX Notification Manager service to interruptible and curtailable customers as well as those customers registered for the Generation Buy-Back Program. This service is provided via the Internet to enable rapid notifications about impending load response events or opportunities. The customer can then use the same system to accept or decline the action, and Allegheny can, in turn, monitor the results. The RETX Notification Manager service gives Allegheny Power a near real-time tool for improving its system reliability by accurately determining the available resources for load shedding if and as needed.
